Shimla Intensifies Crackdown on Narcotics: DC Directs Patwaris to Report Traffickers

Shimla, Himachal Pradesh: In a decisive move to curb the rising menace of drug trafficking in the region, the Deputy Commissioner (DC) of Shimla, Anupam Kashyap, has issued strict directives to the revenue department, specifically targeting the grassroots level of administration. During a recent high-level meeting, the DC mandated that all patwaris (village-level revenue officials) must identify and report individuals involved in the drug trade directly to their respective Sub-Divisional Magistrates (SDMs).

The directive aims to create a comprehensive database of suspected traffickers, which will be used to scrutinize assets and properties suspected to have been acquired through illegal narcotics proceeds. By involving the revenue department, the administration seeks to hit traffickers where it hurts most: their financial foundations.


A Multi-Departmental Approach to Enforcement

Presiding over the monthly district-level meeting of the Narco Coordination Centre (NCORD), DC Anupam Kashyap emphasized that the fight against drugs cannot be won by the police alone. He highlighted the need for a “whole-of-government” approach, involving various departments to dismantle the networks of addiction.

  • Financial Scrutiny: The Revenue Department and other concerned wings have been instructed to prioritize the sharing of information regarding the assets of drug traffickers with the police. This is part of a broader strategy to invoke financial investigation tools against repeat offenders.
  • Preventive Detention: The meeting noted the increased use of the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PIT-NDPS) Act, which allows for the preventive detention of habitual offenders to keep them off the streets.
  • Vigilance During Elections: With the upcoming panchayat elections, the administration has also directed the Excise Department to maintain a high level of vigilance. The goal is to prevent the illegal distribution of liquor and drugs, which are often used to influence voters during the electoral process.

Strengthening the Grassroots Intelligence Network

The decision to involve patwaris is a strategic pivot. Because patwaris operate at the village and panchayat levels, they often have intimate knowledge of local activities and suspicious changes in an individual’s financial status.

The DC also noted that the effective campaign conducted by the Shimla police has already created a sense of deterrence, even among traffickers operating from neighboring states. However, he stressed that “gaps in the information flow” must be bridged to ensure no offender slips through the cracks.


Focus on Awareness and Education

Beyond enforcement, the NCORD meeting touched upon the vital role of education in prevention. The administration is banking on technology and youth engagement to turn the tide.

  • The “Drug-Free Himachal” App: Authorities plan to intensify the promotion of the mobile application among students in schools and colleges. The app allows citizens to report drug-related activities anonymously and provides resources for those seeking help.
  • Community Outreach: SDMs and Deputy Superintendents of Police (DSPs) presented reports on awareness activities conducted over the past month. These include workshops and interactive sessions aimed at educating the youth about the physical and legal consequences of drug abuse.

The Path Forward

The Shimla administration’s intensified stance comes at a critical time as the state battles the “chitta” (heroin) epidemic. By combining the local intelligence of the revenue department with the enforcement power of the police and the legal weight of the PIT-NDPS Act, Shimla is setting a rigorous precedent for the rest of Himachal Pradesh.

As the district moves toward the election cycle, the synergy between the NCORD committee members will be crucial. The message from the DC’s office is clear: there will be zero tolerance for those profiting from the destruction of the state’s youth, and the government will use every administrative tool at its disposal to reclaim the community from the grip of narcotics.
