Himachal Minister Harshvardhan Chauhan Accuses Centre of “Political Posturing” Over Women’s Reservation Bill

SHIMLA, HIMACHAL PRADESH — Senior Congress leader and Himachal Pradesh Minister for Industries and Parliamentary Affairs, Harshvardhan Chauhan, has launched a blistering critique of the Union Government’s handling of the Women’s Reservation Bill (Nari Shakti Vandan Adhiniyam). Speaking to reporters in Shimla, Chauhan questioned the “intentions” of the ruling party, alleging that the legislation was being used as a tool for political posturing rather than genuine empowerment.

The Minister’s remarks follow the recent legislative deadlock in Parliament, where a “bridge” bill intended to fast-track the implementation of the 33% quota by the 2029 elections failed to pass. Chauhan pointed out a glaring contradiction in the government’s timeline, questioning why the reservation was not applied to the 2024 Lok Sabha elections if the administration was truly committed to the cause.

“Right Intentions, Wrong Timeline”

Addressing a press conference surrounded by local media, Chauhan argued that the delay in implementing the quota—tying it to the post-2026 Census and subsequent delimitation—is a strategic move to defer the actual sharing of power with women.

The Minister emphasized that the 2023 Act, while historic on paper, remains “technically in limbo” because it is contingent on a Census that has already been significantly delayed. This, he argued, effectively pushes the first reserved seat for a woman in the Lok Sabha to as late as 2034.

The Delimitation Dilemma

Chauhan also touched upon the controversial link between the women’s quota and the delimitation exercise. The recent 2026 legislative push by the Centre sought to increase the total number of seats in the Lok Sabha to roughly 850, arguing that the 33% reservation would be more easily absorbed in an expanded house.

However, Chauhan and other regional leaders from the opposition have expressed concern that this move is a “double-edged sword.” There are fears that redrawing constituencies based on the latest population data could penalize states like Himachal Pradesh and those in Southern India that have successfully implemented population control measures, potentially reducing their relative political weight in New Delhi.

State-Level Initiatives for Women

Contrasting the Centre’s approach with that of the Himachal Pradesh government, Chauhan highlighted the state’s own efforts to empower women through local bodies and direct financial support. He noted that the Sukhvinder Singh Sukhu-led government has focused on “action over legislation,” citing the implementation of the ₹1,500 monthly stipend for women as a tangible step toward economic independence.

“In Himachal, we believe in delivering results today, not promising them for 2034,” Chauhan remarked. He added that the state has already seen significant success with women leading panchayats and local councils, proving that the capacity for leadership is already there; only the political will at the national level is lacking.

A Call for Immediate Action

The Minister concluded by urging the Central Government to decouple the Women’s Reservation Bill from the Census and delimitation requirements. He joined the chorus of opposition voices demanding that the 33% quota be implemented as a standalone measure in the very next set of assembly elections.

As the 2026 political season heats up, Chauhan’s statements signal a sharpening of the opposition’s narrative: that “Nari Shakti” (Women Power) should not be a campaign slogan, but a lived reality in India’s halls of power.

The political fraternity in Shimla and across the country now awaits the Centre’s response to these mounting questions regarding the “sunset clauses” and implementation delays that continue to shadow this landmark legislation.
